The reference, most likely, is to Salvador Dali, who joined the Surrealist
movement in 1929. One other reason for VN to hate him -- in addition to
the general dislike for his style of painting -- was that Dali was heavily
influenced by Freud, and the "eye" imagery in his paintings often stands
for a "dream." The movement was especially notorious in the 1930s when the
story appeared. The Surrealists were also known for their attempts to
reconcile Freud and Marx -- obviously another huge strike against them, as
far as VN was concerned.
